Etuale Leu Noga
Site Coordinator – ATINAʻE Scholars Program
Etuale Noga serves as the Site Coordinator for the ATINAʻE Scholars program, hosted by OceaniaCDN in partnership with the University of Hawaiʻi at Mānoa and local partners. He brings over two decades of experience in youth development, program coordination, and community engagement, with a deep understanding of cultural protocols and the importance of family involvement in student success.
Previously, Etuale worked as a Youth Development Professional with the Boys & Girls Club and as Site Manager for Community Schools for Cascade Middle School in Seattle, Washington, where he oversaw after-school academic and enrichment programs for over 200 students and developed strong partnerships with community organizations. His professional background also includes leadership roles in operations and team management with Sound Business, CINTAS, and the United States Postal Service, where he honed his skills in project coordination, budgeting, and staff supervision.
A respected community leader, Etuale has volunteered extensively with PASEFIKA and different Assembly of God and faith-based organizations directing youth and adult choirs, organizing cultural and educational programs, and mentoring Pacific Islander youth. Fluent in Fa’a Samoa, he is adept at honoring traditional values while creating inclusive spaces for learning, ensuring that cultural heritage, family voices, and community connections are integral to student growth.
In his role with ATINAʻE Scholars, Etuale blends professional expertise, cultural wisdom, and a passion for youth empowerment to help students navigate academic pathways while staying rooted in identity, tradition, and community.
Tepora Toliniu
Mentor, American Samoa Department of Agriculture
Tepora Toliniu serves as a Mentor for the ATINAʻE Scholars program, representing the Department of Agriculture as Grants Manager. With a strong foundation in marine science and extensive experience as a Fisheries Technician, Tepora is skilled in policy analysis, sustainability, biodiversity, data analysis, and science-based resource management. She now applies her leadership and research expertise to farming and agriculture, supporting projects that promote food security, sustainable practices, and community resilience. Passionate about youth development, Tepora helps students connect science, policy, and culture to create career pathways in agriculture and natural resource management.
Grace Felise
Mentor, Department of Commerce
Grace L. Felise is the Environmental Planner and Coastal Zone Management (CZM) Program Manager under the administration of the Department of Commerce. She manages land use permitting, and monitoring and preserving coastal resources and special management areas within the American Samoa islands. Some of her fundamental responsibilities are overseeing programmatic development and administration of federally approved programs and grants
including proposal preparations or management with required reporting and evaluation reviews on performance. She along with the great work of the CZM Team continue to advocate for American Samoa’s interests on local, regional, national resource management issues and grant opportunities as they greatly affect our environment, our people, and the FaaSamoa way of life.
